Dear Peace Activists and Friends,

It is time to celebrate Juneteenth by contacting your City Council representative!

Juneteenth is one of the oldest celebrations of racial justice. From its Galveston, Texas origin in 1865, the observance of June 19th as African American Emancipation Day has spread across the United States and beyond. It is a day, a week, and, in some areas, a month marked with celebrations, picnics and family gatherings. It is also a time for assessment of the state of the struggle for racial justice and equality.

In celebration of this anniversary, we should think about what we can do in our local communities. One reflection of the continuing inequalities for communities of color is the predatory recruiting practices of the military, particularly at a time of a historically high unemployment rates.

We need city councils all over the state to fund summer jobs programs instead of military recruitment in high schools. We need them to stop funding Army Junior Reserve Officers’ Training Corps (JROTC) programs.

PANYS encourages you to fax, call, or email your City Council representative. Tell him/her to end the funding of JROTC in your community’s high schools. The letter in the linked page is pre-set to be sent to NYC Council Speaker Christine Quinn and NYC Council Education Committee Chair Robert Jackson. If you live outside NYC, please copy and paste the letter for use in your own email, fax, or phone call to your City Council members.

JROTC was created by the National Defense Act of 1916. Under the provisions of the Act, high schools are authorized to use federal military equipment and are assigned active duty military personnel as instructors. In 1964, the Vitalization Act opened JROTC up to the other services and replaced most of the active duty instructors with retirees. Their salaries are shared by the schools.

Our country is now conducting two wars, and the military is stretched to the limit. JROTC is a fast track to Afghanistan! We need to end the pushing of young people, especially those hit by the highest unemployment, into the military before they even graduate from high school.

A majority of our taxes are being squandered on wars and war planning. Why not spend the money on support for the next generation by building schools, expanding libraries and providing summer job opportunities? Tell your City Council that this is the time to fund summer jobs, not wars!
